His father, Edward Charles Owen, was an officer in the Royal Navy and his mother, Mary Elizabeth Allen, was an English actress. Keith Allen is the second of three children, his younger brother being Kevin Allen, who is an actor as well as a director.

Keith spent the early days of his childhood in Swansea and Malta, and the majority of his boyhood at Gosport, Hampshire as his father was stationed in Portsmouth then. He attended a private boarding school in Essex, at the age of 11 when his father was posted to Singapore. He also had the opportunity to play the occultist in an episode of The Day of the Devil back in 1993, which was written by Danny Boyle. Keith later went on to be a part of another 2 productions in the 1990s which were either written or directed by Boyle.
