His father, Edward Charles Owen, was an officer in the Royal Navy and his mother, Mary Elizabeth Allen, was an English actress. Keith Allen is the second of three children, his younger brother being Kevin Allen, who is an actor as well as a director.

Keith spent the early days of his childhood in Swansea and Malta, and the majority of his boyhood at Gosport, Hampshire as his father was stationed in Portsmouth then. He attended a private boarding school in Essex, at the age of 11 when his father was posted to Singapore.
